Outbreak has classic fixed camera angles. This pulls the camera in over your shoulder while you play File #1 and File #2 on PCSX2, with free aim, a reload bind, and controls you set yourself. It never touches your game files.
Overview
Outbreak was built around fixed camera angles. This pulls the camera in over your shoulder while you play, in real time, across both File #1 and File #2. It runs alongside PCSX2 and reads the game over PINE, so nothing on disk gets touched. Close it and you’re back to vanilla.
It is not only the camera. You get free aim on the right stick or the mouse, where the stock game gives you three gun positions and nothing in between. You can move while aiming in File #1, which was originally only a File #2 feature. There is a reload bind that runs the game’s own reload rather than quietly handing you ammo.
It works online too. The camera only lives on your computer, so it changes what you see and nothing else. The session and everyone else’s game stay exactly as they were. Bind everything to keyboard, mouse, or a controller with real mouse-look, and set the framing from the launcher while you play.

Installation
- 01 Download Outbreak-ModernCam.exe and drop it anywhere, it is portable and installs nothing. It is not code-signed, so Windows SmartScreen may warn you the first time: click More info → Run anyway.
- 02 In PCSX2, tick Tools → Show Advanced Settings.
- 03 Then Settings → Advanced → scroll to the bottom → enable PINE, leave the slot at 28011, and restart PCSX2.
- 04 Start Outbreak (File #1 or File #2) and play until you're controlling a character.
- 05 Open the app, pick File 1 or File 2 at the top, and press Start, the light goes green when the camera is live.
- 06 Set your binds and drag the sliders while the game runs. Everything applies instantly, and your settings save next to the app.
Known Bugs

Geometry can pop in or show its edges from angles the game never used.
A limit of retrofitting a free camera into a fixed-camera engine, not a bug that can be fully fixed. Matching the nearest authored angle handles most rooms.
FAQ
Which games does it cover?
Both, on PCSX2. It is built for the Japanese versions of File #1 and File #2, since that is what obsrv runs on for online.
Does it work online?
Yes, alongside obsrv. The camera lives on your machine, so it only changes your view, not the session or what anyone else sees. Everyone in the room can run it, or just you.
Could this get me banned on obsrv?
Read obsrv's rules before you run it online and make your own call. It only moves your own camera and leaves everyone else's game alone, but their server is theirs to run, not mine. Any bans are on you, not me.
Does it change my game or ISO?
No. Nothing on disk is touched. It reads and writes the emulator's memory while you play, and stops the moment you press Stop.
Why does the camera see through walls in some rooms?
Outbreak only ever built and lit each room for the fixed angle the developers picked. Move the camera somewhere that angle never looked and you can catch the edges of the room. The mod pulls back the geometry for the nearest authored angle, which covers most of it, but this is the trade for playing a fixed-camera game this way.
Will it run alongside other mods?
Texture and cosmetic mods, sure. The only thing it'll fight is another mod that also drives the camera.
I lost my mouse cursor.
That is on purpose — on keyboard and mouse the cursor is hidden and locked to the PCSX2 window so mouse-look works. Press the Free cursor bind, C by default, to get it back.
